Points of Culture

Ten years of increasingly more lively culture

Responsible for carrying out a revolution in the way public cultural policy is conducted in Brazil, the Living Culture program will complete its 10th anniversary in 2014. To celebrate, the program has become State Policy. Since its implementation in 2004, 3,920 Points and 160 Large Points for Culture were established throughout the country.

The Lula government created Living Culture to enhance the cultural initiatives of groups and communities, expanding access to the means of production, circulation and enjoyment of cultural goods and services. The relationship between the State and society is realized in the Culture Points, which form a horizontal network of joint, reception and dissemination of cultural initiatives. Already R$ 391.6 million has been earmarked for the promotion of cultural activities through Points and Large Points.

Joining the network is voluntary.

Other development lines the Culture Points are also possible: Reading Points, Little Culture, Memory Points, Indigenous Culture Points and Points of Registered Assets, such as Intangible Heritage items.

The Living Culture program was redesigned in December 2013. Among the main changes is recognition, as Culture Points, of groups and collective organizations without legal standing, to develop cultural activities in their communities. This decision makes it possible to significantly extend the number of program beneficiaries, whereas many cultural organizations do not have a taxpayer registration number (CNPJ) — for instance, quilombola and indigenous communities and a number of other popular and traditional culture groups..

The Large Points and their relationship with the Points

The Large Points of Culture were created to disseminate their actions and integrate them with the overall Points of Culture network. They are legalized for-profit or non-profit entities established for cultural purposes: information, communication and education, together with citizen networks and striving for cultural diversity (Points of Culture).

The Large Points are authorized to receive up to R$ 500,000 in public grants to develop their programs, acquire equipment and reform their physical facilities. They work in the fields of audiovisual production, the peace culture, in the savannahs, cerrado and Amazonian regions, work with youths, non-material assets and digital culture projects, among others.

The event is an opportunity that everyone has to present their work, exchange experiences and information, discuss Brazilian culture and propose new actions, improvements and strategies for public policies for the industry.

Five national editions of the meeting were held in 2006 (Brazil), 2007 (Belo Horizonte), 2008 (Brasilia), 2010 (Fortaleza) and 2014 (Natal).
